摘要
目的研究从卫生院转型的社区卫生服务中心的机构规范建设面临的问题,并提出具有针对性的解决方法。方法对机构及队伍现状进行调查和分析,针对存在问题,按照卫生部下发的社区卫生服务机构设置及队伍建设的要求进行调整。结果根据社区卫生服务中心的功能,按照部颁和省颁社区卫生服务中心的建设标准对松陵镇社区卫生服务中心及其下属社区卫生服务站进行调整,实行镇村"一体化"管理,稳步开展医疗、康复、慢病管理、健康教育等工作,从而使卫生服务中心机构和队伍更好地满足社区卫生服务"六位一体"功能。结论乡镇卫生院在向社区卫生服务中心转型的过程中,必须按照"满足基本医疗服务和基本公共卫生服务"的要求对现有机构和人员进行调整,使卫生院在稳步地向社区卫生服务中心转型的过程中,既能满足社区医疗和保健服务的需求,同时也为服务能力的提高和自身的发展打下更坚实的基础。
OBJECTIVE To study the problems on the organizational reconstruction by the national/provincial standards during the transformation from the village hospital into community health centre. Put forward a solution to deal with the problems. METHODS To find out the organizational problems through an investigation and analyzing. Restructure the facilities aid staffing according to the national/ provincial standards. RESULTS Restructure Songling Community Health Centre and its subordinate stations by using the national/provin- cial standards and carries out ＂the integration＇＂ management model. Implement the medical, rehabilitation, chronic disease management and health promotion services with steady steps. As a result, the community health centre provides better multiple services for the com- munity and to meet its needs. CONCLUSIONS In the transformation from the village hospital into commumty health centre, it must de- fer to ＂satisfies the basic medical service and the basic public health service＂ the request to the existing organization and the person- nel carries on the adjustment. Thus. it is not just satisfy the community medical service and the health care servme demand, but also builds a more solid foundation for the service ability enhancemenl and own development.
