摘要
文章利用浙江省6县市企业职工的调研数据,分析了人口特征和劳动关系特征对劳动者获得企业提供的培训机会的影响。主要结论是:农村转移劳动力获得企业培训的概率比城市劳动者低5.8个百分点;计量分析的结果表明农村转移劳动力受教育程度较低、劳动合同的签约率较低、从事的主要工作岗位是一般员工是造成城乡劳动者获得培训差异的主要原因。文章认为,在短期应通过劳动合同保证雇佣关系的稳定性,在长期应该加大对农村的教育投入,才能逐步消除城乡劳动者在获得职业培训机会方面的差异。
Based on a survey data on employees in six counties of Zhejiang province,this article analyzes the effects of demographic characters and labor relationship on workers' on-job training opportunities provided by employers.We find that the probability of on-the-job training for rural migrant labor is 5.8 percentage point lower than that of urban labor.The outcome of econometric analysis reveals the potential reasons for the difference,such as rural migrant workers' lower education level,lower signing rate for the labor contract,and working mainly at ordinary positions.Therefore,we argue that in order to eliminate the rural-urban difference in probability of on-the-job training,it's important to maintain the stability of employment relationship by labor contract in short term and to expand educational expenditure in rural area in long term.
