摘要
改革开放30年来,中国农村改革取得一系列重大成就,积累了丰富的基本经验,有力地拉动和支撑了整个国民经济的持续快速发展。现阶段,农村改革面临保障农产品供求平衡难度加大、农村劳动力供给出现结构性短缺、城乡平等的制度体系亟待建立等挑战。应进一步调整对粮食市场的调控思路、完善农村土地法律和政策、放松对农村金融的管制、大幅调整政府财政支出结构、保护农民工合法权益、进一步推进基层民主建设、强化统筹协调,以推进农村改革实现新的突破。
Chinese rural reform has made great achievements and accumulated lots of experiences since 30 years＇ re-form and opening up, which has promoted fast and sustaining development of national economy. Currently, there are some obstacles in rural reform, for example, the supply and demand of primary products is not easy to be in balance, rual labor is short in structure, the equal system between rural and urban is not build up.Therefore, to make some breakthrough , we have to change ideas of controlling food market, perfect law and policy of rural land, loosen rural financial supervision, adjust fiscal expense structure, protect famers＇ legal rights and interests, further democratic construction at the grassroots level,intensify overall planning and coordination.
