摘要
美国财政部于2008年3月推出了近80年来最广泛的金融监管改革计划,该计划引起了美国金融界各方的普遍关注和争议,正式实施该计划尚需时日,但一旦实施必将对美国金融监管和银行业运行产生深远的影响。次贷危机是促使推出金融监管改革计划的直接原因,也促使美国监管当局反思自20世纪90年代以来放松金融管制的实践和美国监管体系中存在的弊端。改革计划并非要实施更加严格的监管,而是对伴随金融创新带来的风险实施更加有效的监管,促进多元化监管体系的有效衔接,建立一个更加灵活、更有效率的监管机制。
In March 2008, American Treasury Secretary Henry Paulson detailed a plan to radically change the way government regulates the financial system. The plan sparked praise and criticism from a wide range of politicians and financial experts. It hasn't carried into executionyet, however, it will have deeply influence about American financial regulation and banking operation if it has. The direct cause of the Paulson' plan emergence is the subprime mortgage crisis which also make people rethink current practices of financial regulation and disclose the shortcomings in the system. This plan is aimed to provide not stricter but more efficient regulation to the financial risk coming with a series of financial innovations. And it will help form an effective connection of diversified regulation system.
