摘要
中央财政在3年试点的基础上,2004年正式建立了中央财政森林生态效益补偿制度。通过介绍我国公益林结构、区域分布及补偿现状,分析了公益林管理与成效,总结提炼各地实施生态效益补偿制度的经验,提出生态补偿制度亟需研究解决的问题,以及完善森林生态补偿的相关政策建议。
After the central finance pilot projects for 3 years, the central financial forest ecological benefits compensation system was establish formally in 2004. The paper introduces China＇s non-commercial forest （NCF） structure, regional distribution and compensation for the status quo, an analysis of the effectiveness of forest management and to sum up the implementation of eco-benefit compensation experience, an urgent need to study and solve the problems of ecological compensation system, and to improve the forest eco-compensation related policy recommendations.
