摘要
1978年上半年,中共中央领导层初步形成了在一些领域进行对外开放的共识。当年夏天,时任交通部外事局副局长袁庚在考察过香港后,提出了利用香港招商局经营发展的新思路。根据这一思路,中国对外开放的第一块试验田——蛇口工业区应运而生。本文介绍了蛇口工业区创建的决策过程。
The CPC Central Committee leadership reached a common understanding in the first half of 1978 on carrying out the policy of opening to the outside world in some fields. In the summer of the same year, Yuan Geng, then the Deputy Director of the Bureau of Foreign Affairs of the Ministry of Communications, put forward the idea of making use of China Merchants Hong Kong for operation and development after his tour of investigation in Hong Kong. Based on this idea the first ＂experimental plot＂ of China＇ s opening to the outside world, the Shekou Industrial District, was born. This article gives an account of the decision-making process of the establish- ment of Shekou Industrial District.
