摘要 随着电力系统规模的增大,调度中心承担的任务越来越复杂和繁重。提出了新形式下适合电网发展趋势的合理的调度模式及由目前的调度模式向最优模式过渡的方案,使调度员将工作重点放到电网运行的实时监控、经济调度和未来电力市场优化运行等方面,已经成为当前急需解决的重要问题。在此背景下,以大型省级电网为例,研究了在电网快速扩张、电力市场改革逐步推行以及国家施行节能减排政策这三种新形式下,与之相适应的调度模式及其评价体系。本文分两部分,这里是第一部分,着重于调度模式的研究。 With the rapid expansion of power systems, the task for the dispatchers is becoming more complicated and the working load heavier. In order to make the dispatchers place the emphasis of working on the real - time supervision and control, economic dispatching as well as the optimal operation of the power system concerned in electricity market environment in the future, it appears necessary to study the optimal dispatching mode suitable for the power system development in the new environment and to develop the transition scheme from the present mode to the optimal one. Given this background and taking a large - scale provincial power system as an example, an effort is made to study the dispatching model suitable for the new environment with the rapid expansion of the power system, electricity market development and the current energy- saving policy, as well as to develop the evaluation method for the dispatching mode. This is a two- part paper, and here is the first part with emphasis on the dispatching mode.
