摘要
讨论应用h指数评价科学研究课题组研究实力问题,提出课题组核心研究力评价模型和课题组综合研究实力评价模型,认为把课题组的核心研究力指数和课题组综合研究实力指数作为科研评估中的一项量化指标,可以在一定程度上克服传统评价方法的一些缺陷。
This paper discusses the application of b - index （or h - number） to the research capability assessment for the scientific project team. The paper establishes a core research capability assessment model and a comprehensive research capability assessment model. As quantitative indicators, these two h -numbers can make up the deficiency of traditional assessment methods.
