摘要
近年来,随着改革开放的不断推进,中国的贫困问题已逐渐由农村贫困发展为农村贫困与城市贫困并存的局面。本文考察了中国现行的贫困标准和总体贫困状况,并对国家反贫困政策绩效进行了初步评价。在此基础上,针对现行反贫困政策存在的主要问题,提出应按照统筹城乡协调发展的理念,建立统一的城乡贫困标准、监测体系和国家反贫困政策,树立农村与城市反贫困并重的理念,统筹城乡社会保障和就业制度。
Over the past few years, along with the country＇s continued implementation of its world-acclaimed policy of reform and opening-up, China＇s poverty issue has gradually featured a co-existence of rural poverty and urban poverty, instead of rural poverty alone. In this article, the author reviews the existing poverty standard and overall poverty scenario in today＇s China, and makes a preliminary appraisal of the performance of the state＇ s anti-poverty policies. Afterwards, the author puts forward an idea of planning out the developments of urban and rural areas as a whole, highlights the necessity of setting down a uniform poverty standard for both rural and urban areas, setting up a poverty monitoring system and national anti-poverty policies, and carrying into effect a system to attach equal importance to poverty alleviation within rural and urban areas, as well as planning out the social security and employment system in rural and urban areas as a whole, in order to address the major problems with regard to anti-poverty policies in current force.
