摘要 当前在追求教育公平,实现基础教育均衡发展的进程中,存在着种种失衡的现象。导致基础教育失衡问题产生的因素,既有人们对基础教育均衡发展的内涵认识不清和误解,也有地方公共教育政策的缺位,同时,区域和城乡经济发展的差异也是基础教育均衡发展的重要外因。基础教育的均衡发展,需要进一步落实基础教育科学发展观、实现城乡基础教育均衡发展中的制度创新,同时也应发挥地方高校在区域基础教育均衡发展中的积极作用。 In the process of pursuing educational equity and achieving balanced development of basic education, there are all sorts of imbalances. The factors leading to the imbalance can be showed as follows: ambiguous awareness or misunderstanding of the meaning of the Balanced Development of Basic Education, and scarcity of regional public educational policies as well as the economic development differences between urban and rural. Therefore, the balanced development of basic education need to further implement the scientific outlook on development of basic education, and achieve the institutional innovation of urban and rural balanced development of basic educational as well as play an active role of local colleges and universities in the balanced development of the regional basic education.
