摘要
行政区划设置是否合理,直接关系到政治稳定,关系到国家和地方行政管理的效能,关系到资源科学配置和生产力的合理布局,关系到经济社会的健康发展。随着撤乡并镇、强县扩权等地方行政区划改革的进一步深化,省级行政区划改革的呼声越来越高,如何推进省级行政区划改革已成为学术界研究的重要课题。在分析了学术界关于现阶段中国省级行政区划改革问题研究成果的基础上,笔者认为,创新市制是现阶段中国省级行政区划改革的重点,跨省区域治理是中国省级行政区划改革的必由之路。
Whether administrative divisions can be interposed rationally or not is important to a country＇s political stability, to the efficacy of the central and local administration, to the scientific allocation of resources and rational distribution of productivity, and to the healthy development of economy and society. With the prompt propulsion of local administrative divisions reform, the voice for provincial administrative divisions reform becomes increasingly higher. It has already turned into an important issue the academic circle studies. Having analyzed the present research, the author thinks that urban administrative system innovation is the priority of China＇s provincial administrative division＇s reform and trans-provincial area governance is the only way for that.
