摘要
我国的街头官僚即基层政府公务员,代表政府与公众打交道,是公共行政精神最重要的载体。在构建服务型政府过程中,一部分街头官僚由于多元化价值观冲击、传统道德教育方式滞后、道德监督机制不完善及个人道德素养不高等原因,导致其行为产生偏差。因此,需要从强化政府伦理责任,加快行政伦理立法,完善行政伦理制度建设等方面,提高街头官僚自我控制能力,构建公共行政精神。
The street-level bureaucrat in our country-the grass root civil servants, contacting with people in representative of the government, is an important symbol of public administrative spirit. In establishing the serviceoriented government, some street-level bureaucrat, due to the impact of multiple value, the drawback of traditional moral education, the imperfection of moral supervision system and the low moral standard, have conducted some bad behaviors. Therefore, it is important to strengthen the government ethic responsibility, speed up the legislation of administrative ethic, perfect the administrative ethic system so as to boost their self-control and build the public administrative spirit.
