摘要
学前教育是人生发展的奠基性教育,是国民教育体系的重要组成部分,具有显著的公益性。明确我国学前教育发展的方向与目标,争取到2012年,能实现基本普及学前一年教育的目标;到2015年,实现全国基本普及学前两年教育的目标;到2020年,除西部少数地区外,全国能基本普及学前三年教育。为此,迫切需要研究建立适应我国国情的学前教育发展思路与机制,明确"政府主导"职责,重点发展农村学前教育,加大对学前教育的财政投入力度,建立公办民办共同发展的办园体制。
Preschool education is the foundational education for life development, which is the important component part of national educational system with remarkable public interest. We should clarify the direction and objective of our future preschool educational development so as to realize the objective of basically popularizing one-year preschool education by 2012 basically popularizing two-year preschool education nationwide by 2015, and basically popularizing three-year preschool education nationwide except minor western areas by 2020. Therefore, it is pressing for the research to establish the preschool educational development thought and mechanism suitable for our national conditions. We should clarify the responsibility of "government guiding", prioritize the rural preschool education, increase financial investment in preschool education and establish the kindergarten running system with mutual development of running by the state and the local people.
