摘要
在堤防建设的决策过程中,用人工措施将不同洪水标准方案的生命损失、环境损失降至一个更能为公众接受的同一水平,并将减免生命损失、保护环境所需的费用计入防洪成本,进行综合经济比较。由于综合经济指标中含有减免生命损失、保护环境的费用,因而可得到社会、经济、生态、环境各方面综合最优的方案,供堤防工程规划、设计参考。
In the decision-making process of building dikes, we reduce loss with different standards of flood of live and environment to a standard the public can accept by manual measurement ,and calculate the cost of resisting flood and compare economic profits. As thecomprehensive economic target includes the such costs as the cost of loss of life and protecting the environment. We can design the dike by refering to this.
