摘要
当前,我国处于危机高发期,群体性事件也频频发生,如何处理好这些群体性事件是关系到社会稳定与和谐,以及现代化建设能否顺利进行的关键性问题。但是在当前中国治理体系中,缺乏能有效解决这类问题的制度性安排,作为民间组织可以很好弥补政府在这些方面留下的空白,可以在处理这类群体性事件中和政府全力合作,起到预防群体性事件的发生、搭建解决群体性事件的制度化平台、节省党和政府执政的政治成本的作用。
At present, China is at a high crisis rate period and group events take place frequently, the handling of which is a key issue concerning social tranquility and harmony. Since China＇s governance system lacks of institutional arrangements related to these problems, nongovernmental organizations can fill the vacancy left by government in coping with group events. They can cooperate with government,prevent group events from happening, construct systematization panel of coping with group events, and save administration cost of CPC and the government.
