摘要
自《中韩渔业协定》2001年6月30日生效以来,我国渔船与韩国海警经常发生纠纷,主要体现在渔船纠纷规模庞大、暴力冲突时有发生、韩海警将带枪盘查、渔业纠纷更为激化等方面。中韩渔业纠纷的主要原因是渔民生存的压力很大,渔民转产难度大;渔民文化水平普遍较低,纠纷多是技术违规所致;韩警执法严格冷漠,甚至违法办事。针对以上现状和原因,对解决中韩渔业纠纷的对策和原因进行了深入分析,提出解决问题的建议,以实现中韩渔业关系的健康发展。
Since China Korea Fishery Agreement came into effect on June 30^th of 2001, China and Korean maritime police vessels often had disputes, mainly embodied in large scale fishing disputes, and violent conflicts had regular occurred. Korea maritime police interrogate and exam with gun, more intensified fisheries disputes and so on. The major conflicts between China and Korea were made up by the following aspects ： first, the survival pressure among fishermen was high. Second, the difficulty in fishermen industry converts was great. Third, the education level of fishermen was tow. Many disputes were mainly caused by technical violation. Fourth, the Korea police execute the law with a strict and indifference manner, or even perform illegal matters. According to the above status and reasons, a deep analysis on China-Korea fishing disputes was performed, thereby the essence of the problem was found, in order to make the fishery relationship between China and Korea to develop healthily.
