摘要
在建设社会主义新农村和农业现代化的时代背景下,农村土地流转问题成为农村发展的关键性问题。土地流转能否有序和规范地进行,直接关系着"三农"问题的解决。对部分专家学者们的理论观点和研究成果进行了整理分析,综述了农村土地流转的涵义、历史演变、发生的动因、障碍因素。在此基础上,总结提出了完善农村土地流转制度的建议。
Under the times background of constructing new socialist countryside and realizing agriculture modernization, the transfer Of farming land has become the crucial problem of rural development. It is directly related to the solution to the problems of China＇s agriculture, rural areas and farmers whether the transfer of farming land can be conducted orderly and regularly. Based on the organization and analysis of theoretical view and research achievements of some scholars and experts, the comprehensive analysis focuses on the implication, historical development, the happening cause and some barrier factors of the transfer of farming land. In light of the above, some suggestions are put forward which aim at perfecting the transfer system of farming land.
