摘要 通过对发达国家突发性水污染应急管理体系经验的总结以及中国松花江污染事故的案例分析,归纳了中国现有突发性水污染应急管理体系存在的不足之处,从法制建设、机构协调、事故预警和信息公布等4个方面提出了建设性意见。 The emergency response systems of sudden water pollution accidents at home and abroad were reviewed and the case of Songhua river pollution accident was analyzed. The deficiencies of present emergency management system of China were investigated through studying the experience of emergency management in developed countries. Constructive suggestion for improving the emergency management system in China was proposed in four aspects, namely, legal construction, intergovernmental coordination, accident early-warning and information disclosure.
