摘要
本文从"政策"与"管理"两方面对当代中国政府主导型的环境管理结构中存在的制度困境进行社会学分析,指出环境制度创新的根本出路在于通过建立一种在微观领域对政府作用进行补充或替代的制度形态,使大量的社会力量参与环境治理。在此基础上,提出通过优化政府环境管理方式、扩展社会力量与社会环境权益,建构多重角色参与合作的环境治理体系的路径选择。
Based on a view of Environmental Sociology, this paper firstly analyzes the limitations of the traditional environment management system, in which the government predominates singly. Then, it points out the essential way to the innovation of environmental system is to set up a new supplementary mechanism, which can encourage the participation of social power. And further more, the essay makes some suggestions on how to construct the new environmental governance system of multiple roles cooperation.
