公众参与科技决策的实践困境及环境优化 被引量:6

On Evironment-optimizing of the Public's Participating in S&T Decision-making

摘要 当前,公众参与已经成为行政民主化的全球趋势,科技决策作为广泛影响公众切身利益的政府行为,成为公众参与的重要领域。但是,由于制度保障的缺乏、信息沟通的阻塞和公众科学素养的薄弱等因素的制约,公众参与科技决策往往陷入困境之中。因此,促进公众参与科技决策实际效能发挥的首要课题,就是优化公众参与科技决策的社会环境,其现实途径包括推进民主进程、构建信息沟通路径和提高公众科学素养等。 At present, public participation has become a global trend of democratization in administration, and as part of acts of the government which has a wide impact on the vital interests of the public, S&T decision-making has become an important area of public participation. However, because of the environmental factors, such as, the lack of system security, the barrage of information communication, and the poor public scientific literacy, public participation in S&T decision making is difficult to achieve. Therefore, improving the environmental factors of public participation in decision-making is really the primary problem in S&T decision-making. The realistics way of optimizing public participation in S &T decision-making is to promote the democratic process, build information communication path and increase public scientific literacy.
