摘要
铁路货运重载、客运提速的不断发展对铁路工务系统的安全提出越来越高的要求,需要对铁路工务部门的班组、车间、段级安全风险进行全面系统认识和控制,并在此基础上,对其安全状况进行综合评价,以确保各部门安全生产有序可控,防患于未然。本文通过对铁路工务部门现场实际调查,依据铁路工务安全特征及相关规定,应用系统理论的观点和模糊数学的方法,提出铁路工务风险识别应从工务系统内部因素、外部环境以及不同管理层次三维角度进行分析的观点;根据安全第一、预防为主的原则,构建铁路工务安全评价指标体系和综合模糊评价方法,并结合实例探讨了该方法的可行性。
Incessant raising of the level of heavy loading in freight traffic and speed-raising in passenger traffic has set higher and higher requirements for the railway maintenance departments. It needs to reach all-round and systematic recognition and control of the safety risks which railway maintenance groups, workshops and districts are facing. The safety conditions of the above railway maintenance departments should be evaluated comprehensively so as to guarantee safety in production and preventive measures to be taken in advance. Through site investigation in railway maintenance departments and on the basis of the railway maintenance safety features and related regulations, the paper applys the theory of system and fuzzy mathematics, and puts forward the viewpoint that recognition of railway maintenance risks should be conducted from the three-dimensional angle, namely, the internal factors, external environment and different management levels. In line with the principie"safety first, precaution the main", the paper establishes the railway maintenance safety evaluation index system and structures the comprehensive fuzzy evaluation method. A practical example is given to verify the effectiveness and workability of the proposed method.
