摘要
上海世博村E、F地块建设项目是上海市建设工程风险管理制度的试点项目,通过研究该风险管理制度试点的具体内涵、参与主体、工程保险和工程风险控制的实施情况,分析本次试点存在未能引进专业风险评估机构和安全质量事故鉴定中介机构,以及没有完全理顺风险管理公司与保险公司关系等问题,提出在我国进一步推广工程风险管理制度必须结合我国国情有选择地推行强制性工程保险,注重对工程风险管理需求主体、工程风险管理中介机构和工程保险专业人才的培育。
Expe Village blocks E and F are the pilot project of Shanghai construction engineering risk management system. In this paper, the specific meaning, main participators,project insurance and risk control on the pilot project using risk management system are researched. Problems existing in the pilot , such as not introducing into the agencies with professional assessment about risk and safety quality incident, not figuring out the relationship between the risk management company and insurance company, and so on, are analyzed. In order to make construction engineering risk management system to be further popularized in China, the proposals are that compulsory project insurance should be implemented selectively combining with the national actual conditions of China, furthermore, the nurturing for the main bodies demanding project risk management, the agencies of project risk management and the professional person on project insurance should be paid more attention to.
