摘要
信息权力的合法性在于保障信息权利。在现实社会中经常出现信息权力侵害信息权利的现象。保证信息权力对信息权利的保障作用应从以下四个方面着手:构建信息权力的监督体制、谨慎行使自由裁量权、构建信息权力主体的多元化格局和信息权力的自律机制。
The information power＇ s validity is based on the protection for information right. In fact, it appears a general phenomenon that information power violates information right frequently. To guarantee that the information power affect a protecting function on information right should begin from the following four aspects： constructing information power＇ s surveillance system, using judicial discretion discreetly, constructing muhiplex pattern of information power＇ s main body and the autonomy mechanism of information power.
