摘要
重大科技项目是科学研究计划中意义重大、规模庞大、耗资巨大、内容涉及广、研究周期较长的科技项目,对优化产业结构、提升区域自主创新能力和促进经济转型起着重要的推动作用。宁波市自"十五"以来实施的重大科技项目很好地促进了产业结构的调整和集经济社会的发展,但同时在项目监督管理机制和体制上存在问题,必须创新管理机制,建立科学的项目资金管理体系和绩效管理长效机制。
The significant science and technology projects are those within scientific research planning which have important significance, broad scale, huge budget, and long research periods, and are the important impetus to optimize the industrial structure, to promote the region with self-reliance innovation ability, and to strengthen the economic reforms. Up fill now, the significant science and technology projects of Ningbo have stimulated the adjustment of industrial structure and invigorated the economic development of the society. At the same time, there are problems in the project management. We must innovate the management mechanism, establish the scientific fund management system for projects, and set up effective mechanism for managing long term achievements.
