摘要
工业化、城镇化发展与耕地保护是关系到我国政治稳定和社会经济持续发展的重大问题。文章分析了两者的关系并探讨了协调它们的5条建议：①挖城市土地潜力．提高单位面积产值；②整理农村土地；③开发后备土地资源、实行土地用途管制;④严格控制人口增长；⑤调整膳食结构。
Industrialization, the cities' and towns' development and the protection of cultivated land are the important subjects that influence political stability and social economical sustainable development in our country. The paper both analyses the relations and offers 5 proposals for coordinating them.
