摘要
产业集群的识别是产业集群研究的重要领域,是选择合适的产业以培育成为带动区域经济发展的产业集群的重要依据。根据产业集群的识别理论,结合资源型产业的特征,在钻石模型和"GEM模型"的基础上,建立的基于"资源集聚—产业网络—服务体系"的"RIS模型"可以对资源型产业集群进行定性识别;在"RIS模型"的基础上,建立的基于"RIS模型"的资源型产业集群的识别评价体系可以对资源型产业集群进行定量识别和评价。文章以陕北煤炭资源产业集群为例,对"RIS模型"的应用作了简单分析,分析结论认为陕北地区煤炭资源产业已经初步形成了资源型产业集群。继而对基于"RIS模型"的资源型产业集群的识别评价体系的加权平均应用作了简要的分析说明。
Identification of industrial clusters is an important field in studies of industrial clusters. It is also a crucial basis by which to select and cultivate suitable industries so as to construct industrial clusters which can propel the development of regional economy. According to the theories of industrial cluster identification and combining with characteristics of resource-based industries, resource-based industrial clusters can be qualitatively identified by RIS model based on ＂resource agglomeration-industrial network-service system＂ on the basis of diamond and GEM model. On the basis of RIS model, resource-based industrial clusters can be quantitatively identified and evaluated by identification and evaluation system for resource-based industrial clusters based on RIS model. Coal industrial cluster of North Shaanxi is referred to briefly explain the application of RIS model, it is concluded that coal industry in North Shaanxi has preliminarily formed a resource-based industrial cluster. Moreover, the application of weighted average of identification and evaluation system for resource-based industrial clusters based on RIS model is briefly analyzed and explained.
