摘要
建国60年来,我国高等学校内部管理体制改革经历了初步探索与曲折发展、全面恢复与探索、全面推进与进一步完善三个阶段,取得了显著的成就与经验。高等学校形成以党委领导下的校长负责制为领导核心,校长全面负责,教职工参与民主管理的内部管理体制;并始终坚持"自上而下"与"自下而上"相结合的改革策略。面对新形势,应进一步深化我国高等学校内部管理体制改革,进一步明确领导体制、完善决策体制、规范执行体制、健全监督体制。
In the past six decades since the founding of China, the internal administration system of high education has experienced three stages of initial exploration, of complete recovery and entire improvement. It has gotten distinct achievements and experiences. The system in which the principal assumes overall responsibility under the leadership of the Party committee has been formed in universities. And the reform strategy of a combination of "from top to bottom" and "from bottom to top" has been carried out continuously. Facing the new situation, this paper argues that the university internal management system reform should be deepened by making clear the leadership system, by improving the decision--making system, by standardizing execution system, and by perfecting supervision system.
