摘要
村委会选举既是社会主义民主政治的基本要求也是构建社会主义新农村的基本路径。从现实情况来看,基层选举法律法规缺失、乡镇机关行为失范、宗族势力插手、届期过短、政治冷漠等因素的客观存在,严重困扰着村委会选举的正常进行。因此,完善现有法律、明确乡镇机关角色、理顺政府与村委会的关系、化解村委会选举的障碍、建立完善的救济机制,成为和谐社会构建中完善村委会选举的出路所在。
Country vote is not only a basic requirement of socialistic democracy, but also an essential route of constructing socialistic new country. As far as the realistic situation is concerned, there are some factors puzzled the country vote, such as the lack of effective electoral rules, town organ action abuses, clan influence control, short tenure, impassive to politics, etc. Therefore, we shall establish a new country vote for harmonious society by way of perfecting the current law, fixing on town government role, clearing up relationship between governments and villages, getting rid of the obstruction and impro- ving the relief system.
