摘要
政府门户网站作为政府提供公共服务的重要平台和窗口,应该充分考虑到包括残障人士在内的所有社会公众的需求。加拿大政府在互联网协会的网页内容无障碍指南基础上制定了关于政府网站的外观与感觉一致性规范,该规范遵循以用户为中心的理念,要求保证所有加拿大用户,不管身体残疾与否、生活在哪个地理位置、或者属于哪个种族,都能公平和自由地访问加拿大各级政府门户网站。CLF规范就加拿大政府如何为公众和政府员工提供电子信息提供了一种模式和规范,无论是过去还是现在它都可称之为政府门户网站无障碍建设的一个典范。
As an important platform and window of providing public services, governmental portal site should fully take into account all the public demand including those with disabilities. The government of Canada developed "Common Look and Feel Standards for the Internet" on the basis of W3C' s "Web Content Accessibility Guidelines", the standards follow customer-centered philosophy and assure all Canadian users can access all levels of government portal sites fairly and freely regardless of physical disability or not, live in which geographical location, or of any race. CLF Standards provide a model and norms on how the Government of Canada provide electronic information to the public and government employees, whether past or now it can be referred to as a paragon of accessible governmental portal site building.
