摘要
基于循环经济理论和煤矿开采中环境系统的演化规律,从资源循环与资源损失正反两个方面构建了煤矿区环境评估指标体系。指标体系分为目标层、指标类别层和单项指标层3个层次,单项指标层是具体量化指标,由它直接计算指标类别层的值,进而计算目标层的评估结果。将此指标体系运用到重庆市某县煤矿,对该县近年来煤矿资源开发中环境可持续能力进行了计算和分析,评价结果与实际情况相符,揭示了该县煤矿开发中环境可持续能力提高的关键因素,进一步探讨了煤矿开发中环境能力提高和循环经济理念的实施建议。
Based on the analysis of the coal mining environmental pollution situation and the current ever-increasing need for raw coal, this paper established an environmental evaluation model, which consists of the resource circulation and resource destruction in order to keep the coal industry's sustainable development. The environmental evaluation system for coal mining was divided into three levels, with its sub-criteria actually being surveyed data, from which the value of the criteria could be calculated directly and the achievement of production goal could be met further. Next, we proposed a method for calculating the weight of every index and the environmental sustainable capability by using the Analytic Hierarchy Process (AHP) method. When the final pairwise data in each matrix and calculating index weight was gained, the index system was used to evaluate the environmental capability of coal mining in a county affiliated to the Municipality of Chongqing, which proved the validity of the index system. The model indicates that there exist a few fundamental and significant factors that may influence the environmental capability for the mining production at present. The model can also be used as a tool to assess the environmental capability for recycling economy in other mining areas, as well as a measure to encourage the workmen and their managers to pay more attention to clean mining and waste recycling in the coal mining practice instead of merely focusing on the economic benefit. As a rule, a recycling economy should also attach importance to the benefits of recycling waste materials and getting more by-products, which can be expected to heighten the environmental capability and sustainability for the development of the coal mining production in an efficient and humanistic manner.
