摘要
本文采用DEA方法测算了1998~2007年中国30个省市区的国有工业企业自主创新效率变化情况,并结合"国企三年改革脱困"和现代企业制度建设等标志性事件对Malmquist指数分解指标进行了关联分析。通过使用DEA的C2R经典模型对2007年的国有工业企业的自主创新效率进行分解和评价,发现科技人员冗余、生产设备利用率低、忽视新产品开发等问题是影响国有工业企业自主创新效率的主要因素,国有企业自主创新中存在着研发投入不足与资源利用效率不高的矛盾。引入竞争机制,完善激励机制,加快制度建设,加大研发投入,是提高国有企业自主创新效率的有效措施。
In this paper,the authors research on the movement of independent innovation efficiency in the period of 1998-2007 in 30 provinces of China with the Malmquist index and we analyze the decomposition indicators of Matmquist index in conjunction with the "three-year reform of state-owned enterprises". We find that the effect of technological change and"pure"technical efficiency change are the key factors of how to improve the independent innovation capacity and total factor productivity of the State-owned Industrial Enterprises. Science and technology personnel redundant,low production capacity utilization,the ignoring of the development of new products and other issues are the main factors which hinder the state-owned industrial enterprises from improving the independent innovation efficiency. Introducing competition mechanism,improving the incentive mechanism,speeding up the construction of the system,increasing investment in research and development are effective measures to promote the reform of state-owned enterprises and improve independent innovation efficiency.
