摘要
制度是现代国家实现社会公正、保持社会安定必不可少的社会性事业,也是政府的重要职能之一.社会转型期这一特殊的历史时段优先发展竞技体育方略的内部机制与社会转型期公共产品发展失衡的外部环境条件共同导致了我国体育公共产品供给失衡.本文以社会公正为视野,从调适体制、财政保障体制、表达和决策体制、多元化供给体制和监督体制等制度创新维度,提出了解决我国体育公共产品供给失衡的对策.
The institution, the realization of social justice is essential for maintaining social stability, and it is also one of the important functions of government. In social transition period, the strategy of giving priority to the development of internal mechanisms of competitive sports, and the external environmental conditions of the imbalance between the developments of public goods jointly leads to the unbalanced supply of public goods of sports. In this paper, from the aspects of the adjustment system, the financial security system, expression and decision-making system, diversification of the supply system and monitoring system, the author puts forward countermeasures to solve the unbalanced supply of public goods of Sports.
