摘要
为促进国内高新开发区的可持续发展,以高科技园区相关理论和现代企业理论为依据,对西安高新技术产业开发区与杨凌农业高新技术产业示范区集团化运作模式进行对比分析。分析认为,西安高新技术产业开发区与杨凌农业高新技术产业示范区运用集团化开发运作模式,均取得了成功,两个集团的运作模式各有特点和优势,应当互相借鉴、共同发展;同时认为,这一模式在运行中还存在着集团法人治理结构和企业制度不完善、集团的投资决策不科学、集团产业布局不合理、主导产业群尚未形成等方面的缺陷,并提出了保持领导体制相对稳定、建立科学的决策机制和风险防范机制、培育以产业链为纽带的优势产业群等建议。
Based on hi-tech industries zone theory and corporate theory, this paper compares the group operation patterns between Xi'an Hi-tech Industries Development Zone (Xi'an HTDZ) and Yang- ling Agricultural Hi-tech Industries Demonstration Zone (Yangling AHIDZ). The researcher thinks that both Xi'an HTDZ and Yangling AHIDZ achieved great success in their group operation and development. The author argues that the two groups have their own characteristics, advantages and disadvantages in op- eration patterns, so they should learn from each other. This research also agrees that there is still some room for improvement, such as the problems in corporate governance structure and company system, group investment decision-making, group industries distribution and leading industries to build. This paper also puts forward solutions to keeping stable leading system, building reasonable decision-making and risk prevention systems, and training strong industries based on related industries chains. This research finally points out that the groups operation patterns of these two industries zones will supply a mirror to other domestic industries zones when they are further developed.
