摘要
滨海新区政府将自主创新作为新区长期发展的战略指引,如何有效地实现这一规划一直是理论界和实践界都关注和探索的热点问题。在产业集群理论、系统论、网络理论、创新理论基础上,将集成创新作为新区内产业集群自主创新的实现途径,并根据新区产业集群发展的不同现实条件,构建了集成创新策略框架。提出了对于成熟制造业集群,可以通过供应链集成和横向集成促成产业内企业的创新;对于高新技术产业集群,营造集成创新氛围、有效发挥轴轮式集群集成创新的作用、构建产学研集成创新体系是可以借鉴的思路。
Independent innovation has been formulated as a strategy for the long-term development of Tianjin Binhai New Area（TBNA）.However, dynamic and effective trials have been explored but argued amongst the academics and pioneers.Based upon the reviews of the systems theory, industrial cluster theory, network theory and innovation theory, etc, this paper proposes that the independent innovation should be a strategic choice as rationale.And in token of the current developing stages of TBNA, a strategic framework of integrated innovation is further introduced as conclusion.In sum, for the matured manufacturing industrial cluster, the integrated integration throughout industrial chain and the horizontal integration are suggested to improve the integrated innovation within the intra-industry players;for the high-tech industrial cluster, the creation of innovative atmosphere, encouraging the wheel-axle integrated innovation and the cooperation between manufactures, institutions and research are highly expected as strategic arrangements.
