摘要
论述了工程项目采用EPC模式进行施工管理的效果和存在的问题,由于目前对EPC模式认识的局限性,普遍认为EPC模式能够有效节约工程建设投资,这就可能会影响工程建设的设计目标,给工程质量留下隐患。文章结合中国石油企业的特点和目前的市场环境及制度特点,提出EPC经营模式的优势是节约交易成本的理念,介绍了交易成本的概念,分析了采用EPC模式交易成本高的原因和主要表现,探讨了节约交易成本的有效途径,提出了改进建议。
At present,there existing some cognition limitations in EPC mode.It is generally recognized that EPC mode can save engineering investment effectively,that idea may influence the design objective of engineering construction and produce hidden problems of engineering quality.Associated with the characteristics of China petroleum enterprises,current market environment and system,this paper puts forward the ideal that the predominance of EPC mode is to save transaction costs,introduces the concept of transaction costs,discusses the reasons of high transaction costs and the effective approaches to saving transaction costs,and at last offers some improvement suggestions.
