摘要
将基本药物制度系统化,并将其分为7个子系统。分析基本药物制度子系统发现,外部环境是系统目前存在的主要问题。系统外部不良环境主要包括:国家对基本药物制度缺乏强有力的政治意愿;政府对卫生总投入少,医疗机构补偿不足,以药养医机制一时难以打破;关键利益集团联盟难以打破;经济实力较弱,技术落后;缺乏群众基础;政府监管不利,法制化不足。
This paper viewed the essential medecine system as a system,and divided it into 7 subsystems.External environment is the main problem of the system though analyzing essential medicine subsystem.Adverse environment outside the system mainly includes：①lack of strong national political will for essential medicine system.②less total investment from government on health,Inadequate compensation to medical institutions,Mechanism of hospitals depending on medicine.③The relation of key interest groups is difficult to break.④weak economic strength,lagging technology.⑤lack of public foundation.⑥Ineffective government supervision,inadequate legalization.
