摘要
我国自改革开放以来,在工业化与城市化双重推动下,无论是城市数量还是城镇人口规模均呈快速增长态势,在给国家和社会快速创造财富的同时,也出现了城市蔓延性扩张造成的资源浪费、环境污染、发展低效率等不可持续发展问题。本文借鉴美国等国家城市增长管理(Growth Management)的理论与实践经验,介绍了在开展南京市城市总体规划的编制过程中,结合我国当前国情与制度环境所尝试进行的规划编制技术与政策工具应用的探索。
Since our reform and opening up to the world, the urban population and the number of cities have been increased dramatically driven by industrialization and urbanization. However, cities in China are facing challenges related with urban sprawl, such as the waste of resources, the environmental pollution and the low-efficiency of development. Learning from the experiences of the U.S. and other countries in growth management, this article discusses our explorations on technical and policy instruments under growth management principles in master planning of Nanjing.
