摘要
在对我国已有病险水库除险加固工程、水库溃坝事件、报道出的大坝加固项目工程事故及三类坝进行调研的基础上,针对病险水库除险加固项目实施过程中的共性问题及其项目管理体系中的薄弱环节,从政策法规、技术规范、操作程序等不同层面,深入剖析总结了除险加固前期工作、建设管理、项目验收、运行管理等主要环节存在的问题,提出了有关对策建议,其结论对相关领域具有一定的指导意义。
Based on the investigations of the existing risk elimination and strengthening projects of the dangerous reservoirs, the reservoir dam failure events, the reported construction accident of the strengthening projects and the third-class dams, the problems from the main links of the prophase work, construction management, project acceptance and operation management are deeply analyzed and summarized from the aspects such as policy and code, technical specifications, operation processes, etc. for the common problems occurred during the implementation of the risk elimination and strengthening of the dangerous reservoirs and the weak links of their project management systems, and then the related countermeasures and suggestions are put forward as well; of which the results have some guiding significances for the relevant fields.
