房地产开发的生态补偿机制框架 被引量:5

Framework of eco-compensation mechanisms of real estate development in China

摘要 将生态补偿引入房地产开发领域,界定房地产开发生态补偿的概念,分析我国房地产开发生态补偿的必要性和可行性,构建我国房地产开发生态补偿机制的理论框架。提出补偿的主体应主要为房地产开发企业、地方政府等房地产开发的受益者及房地产开发过程中对生态环境的破坏者,补偿的对象应为当地和相邻或相关地区的生态环境保护者。对当地的生态补偿,应采用专项基金和政策补偿的方式鼓励房地产开发产业链的生态创新;而对相邻或相关地区的生态补偿,应采用横向财政转移支付的形式进行省际补偿,补偿标准的制定可考虑生态足迹、能值等理论与方法的应用。 This article introduces the idea of eco-compensation into real estate development,and defines the eco-compensation of real estate development.Then,the necessity and feasibility of eco-compensation of real estate development in China are analyzed separately.It concludes that the main-body of supplying compensation should be the enterprises of real estate development and environment destroyers during the development,and the sides which receive compensation should be local environment protectors and those in relevant regions.It also points out that special funds and compensation by policy should be adopted to encourage eco-innovation in the industry chain of real estate development for local compensation,but transverse finance transfer payment and corresponding inter-province compensation is suggested for the compensation to relevant regions,and new ecology methodologies like ecological footprint and emergy should be adopted to determine the compensation standard.
