摘要
中国传统卫生体制改革是不成功的。其根源一是决策者公平与效率偏重式发展思维,导致了改革基本价值的偏失。二是采取了供给与需求残缺式发展模式,导致了医疗卫生事业运行体制的缺陷。在新医改形势下,构建公平与效率并重式发展模式与供给、需求协调化的运行机制是改革成功的必然选择。
The origin of China＇s unsuccessful traditional health system reform can be summarized as two aspects. Firstly, policy makers had the development thought emphasizing on fairness and efficiency, which resulted deviation of fundamental values of the reform. Secondly, the incomplete development pattern of supply and demand had led to defects of health services operating system. In the new situation of medical and health care system, it should he an inevitable choice to establish a development model with fairness and efficiency, and an operating system coordinating supply with demand.
