摘要
在当前国际竞争日益激烈的情势下,如何合理分配与有效利用稀缺的卫生资源,提高其配置的公平性,是各国普遍关注的重要战略课题。文章运用甘肃省2008年卫生资源统计数据,对甘肃省卫生资源配置公平性进行实证分析,测算洛伦茨曲线和基尼系数。结果表明甘肃省卫生资源按人口分布的公平性要明显优于按地理分布的公平性,城乡、地区的不公平性是资源配置缺失公平的主要形式,各地区卫生资源配置呈现地带性和差异性。在资源配置中,政府肩负着保障公平的责任,应不断强化政府责任,努力提高社会和公民在公共治理中的主体地位,发挥其积极作用,统筹协调公平和效率问题。
Under the present situation of that international competition is becoming increaingly fierce,how to reasonably allocate and effectively use the scarce health resources to enhance the faireness is an important strategic national issue.Calculate the Lorenz curve and Gini coefficient and analyse the fairness of health resource by positivism methods with the 2008 date in Gansu Province.The results are shown below,the health resources in population distribution is more good than geography distribution,the unfairness in regions and urban-rural is the main form,different regions shows different characteristics.As the distributors of health resource allocation and the policymakers of investment in the people＇s health,the government should continue to strengthen it＇s responsibility、change it＇s concepts and make the balance of fairness and efficiency.
