摘要
中国已经成为高技术产品的制造和出口大国。然而,由于产品内国际分工的深化,需要深入产业内部观察高技术产业在国际分工中的真正地位。本文通过分析中国集成电路产业各环节的发展规模、技术水平和升级动力,揭示其在国际分工中的地位和升级模式。研究指出,中国集成电路产业仍然处在国际产业分工的低端,高技术产品大量出口乃生产"片段化"所致。以往我们认同和模仿的产业升级"东亚模式"可能不再奏效,"片段化"生产下的高技术产业可以通过"平行演化模式"进行升级。对于高技术产业中的外国资本和跨国公司,产业政策应注意区分财务性投资者和战略性投资者,重点培育本地化企业的技术能力和创新能力。
Since China is now a large producer and exporter of Hi-tech manufacturing goods,an interesting research question is what position China's Hi-tech industries take in international division of labor.Using Integrated Circuit(IC) industry as an example,this paper first studies the driving forces and the steps of global industrial transfer to China.This is followed by an analysis of the scale,technological level and industrial upgrading dynamics of three segments of IC industries including IC design,IC manufacturing,IC packaging and testing.The paper concludes that China's high-tech industries are still mostly located at the low end of the international value-chain but are moving upwards.China's large scale high-tech product exports are the outcome of fragmentation of industrial value chain,therefore,the East-Asian model of gradual industrial upgrading may no longer work.Policy recommendations are also provided on how to differentiate financial foreign investors and strategic foreign investors and on how to support the former so as to improve indigenous innovation capacities.
