摘要
本文回顾总结了新疆从平原水库建设到山区水库发展的历程,根据已建和在建59座山区水库的坝工技术特点,对今后大坝建设的发展趋势进行了分析评价。面对当前大规模兴建山区水库的情势,并针对干旱区内陆河流域的特点,提出了大坝建设与供水安全、防洪安全、生态安全、发电效益相协调和电调服从水调,坚持水资源综合利用;防洪兼顾生态,保障河流汛期所需生态流量过程;调节与反调节相结合,协调灌溉与发电用水矛盾的水资源综合调度管理要求。指出混凝土面板砂砾石堆石坝和沥青混凝土心墙堆石坝是当地材料坝发展的主要方向,高寒地区、高地震区、深厚覆盖层等特殊环境下筑坝技术的不断进步和创新,是提高大坝建设和运行管理技术水平和安全可靠性能的重要保障.
The development course of the reservoir construction from plains to mountainous regions in Xinjiang is reviewed and summarized herein, and then the future development trend of the dam construction therein is also analyzed and appraised based on the technical features of 59 dams existed or under construction in mountainous regions. Furthermore, faced with the status of the reservoir construction in large scale in mountainous regions, the construction principles, such as persisting in the comprehensive utilization of water resources, combining regulation with reverse regulation, coordinating the contradiction between both irrigation and hydropower generation under the consideration of all the factors of safety water supply, flood control, ecological safety power generation, etc. are put forward in accordance with the characteristics of the inland river basins in arid regions. Finally, it is pointed out that the construction of concrete face sandy gravel-rocktiU dam or? rockfill dam with asphalt concrete core is the main development trend of the dam built with the local material, moreover, the continuous progress and innovation of the dam construction under special circumstances of the alpine region, high seismic intensity region and the region with deep overburden are the important guarantees for enhancing the technical levels of both the construction and operation of the dams in Xinjiang.
