摘要
中国共产党四代中央领导集体分别提出了各具时代特征的执政理念,执政理念的演进对政府服务精神培育有着深刻的影响,从执政理念转变的视角研究政府服务精神培育对提高党的执政能力和深化行政体制改革有非常重要的意义。笔者梳理了执政理念的演进历程,分析了执政理念转变对政府服务精神培育提出的新要求,在对政府服务精神培育进行历史考察的基础上,提出了"以人为本"执政理念下的政府服务精神培育的三条路径,即加强服务型行政文化的建设和落实、健全以服务为内核的制度建设和强化对政府服务的舆论监督。
Communist Party of China＇s four generations of central collective leadership proposed the governing philosophy with the characteristics of the times respectively,the changes in governance philosophy have a profound impact on the nurturing the spirit of the government service,from the perspective of the changes in governance philosophy to study the nurturing the spirit of the government service has very important significance to enhance the spirit of nurturing the party＇s governing capacity and deepen structural reform administration. This paper studies the change in governance philosophy,analysis of changes in the governance philosophy to the nurturing the spirit of the government service,put forward the three path of the nurturing the spirit of the government service under the ＂people-oriented＂ governance philosophy based on the historical investigation of the nurturing the spirit of the Government Service,that is,to strengthen the service-oriented culture and services for the core system building and the supervision of government services.
