摘要
衡量一个国家老年福利发展水平好坏的重要标志是老年人护理照料的水平。日本社会老龄化程度世界第一,老年人的生活保障与医疗护理问题一直为各国所关注。备受日本政府推崇的介护保险制度至今已经实行10年,其成效显著。本文通过对日本介护保险制度实施背景与内容的介绍,研究了介护保险制度的实施目的,分析了10年来介护保险的实施效果,并由此总结了介护保险制度的优势。
The level of the old-age nursing and care is an important indicator of the development of the old-age welfare system in a country. As the aging in Japan is the first in the world, the guarantee of living standard and medical care of the old age have attracted a great deal of attention in all countries. The nursing-care insurance system which is highly praised by the Japan government has been implemented for ten years and brought noticeable achievements. Based on the introduction of the background and contents of the Japanese nursing-care insurance system, the paper examines the purpose of the system and analyzes the effects of the system and evaluates the advantages of the system.
