摘要
战略研究是一种整体性、长远性、基本性谋划,当前已成为各级政府、各决策部门和各种行业重要的研究领域。本文在把握战略研究的基本理论与应用的基础上,分析了世界地质调查机构发展战略研究的新趋势,进而对我国地质调查工作开展战略研究的现状、存在的问题等进行了思考,并提出了要实现地质调查工作发展战略与地质工作战略、地质调查机构发展战略的紧密结合、开展系统的战略管理研究(包括战略分析、战略制定、战略实施和战略评价的全过程)、发挥政府部门和研究单位的优势,共同搞好战略研究等建议。
Strategy is an overall,long-term,basic plan,which has become the important research field of governments,all decision-making departments and various sectors in the present.Based on grasping the basic theory and application of strategy,this article analyzes new trends of development strategies of geological survey agencies in the world,and then points out the status quo and existing problems in the strategic research of China geological survey.Finally it suggests that the development strategy research of geological Survey should combine with the strategy of geological work and geological survey agencies closely,should carry out the systematic research of strategic management （including strategic analysis,strategic formulation,strategic implementation and strategic evaluation）,should play the advantages of government departments and research units to improve the level of strategic research.
