摘要
目的论证公共卫生服务中政府筹资职能缺位的原因。方法采用逻辑推理的方法分析公共卫生服务的需求方、供给方和政府三者之间的博弈。结果公共卫生服务的需求方是人民群众,供给方是公共卫生服务机构,政府介入是公共卫生服务供求关系得以成立的重要前提。政府同时承担着对供给方的管理和对需求方的代理,使得供求双方及政府之间的信息不能得到及时有效的沟通,需求量、供给量、费用、成本、满意度、效益等要素都模糊不清,而且目前的领导重视和专家评估也都无法很好地解决这个问题。结论需求量、供给量、费用、成本、满意度、效益等公共卫生服务要素的模糊不清,导致政府在进行财政投入决策时缺乏依据,无法积极承担筹资职能。公共卫生问题的严重性和解决问题的迫切性被掩盖,进一步阻碍了政府积极承担筹资职能的决心。
0bjective：To make clear the reason of insufficiency of government investment to the public health service.Methods Analysis the game among government,the supply and demand of public health service in a logical reasoning way.Results The demand of public health service is people,and the supply is the center of disease prevention and control.Government investment is the base of the supply-demand relations of public health service.And the government is not only the agent of the demand,but also the management of the supply,so the game action between demand and supply is insufficient.The factors of public health service are not very clear.Conclusion Government can not invest sufficiently to public health service because the factors of demand-supply relations are not very clear.
