摘要
针对传统方法没有考虑普遍存在于装备效能评估中的评估风险问题,提出了一种旨在降低评估风险的装备效能稳健评估方法。该方法的核心思想是在评估过程中最大程度地尊重评估信息的特点和在评估各个环节实行严格风险控制。从不同角度建立不同的指标体系,从而得出不同分类的指标元(末级指标),并利用关联矩阵对指标元进行聚类与优化;利用区间灰数表达指标的定性定量信息,并计算出各指标权重;利用数据包络分析(DEA)方法进行效能评估;运用风险评估模型对评估结果的风险水平进行检验。应用该方法进行某型步枪效能评估的实例证明了该方法的可行性和有效性。
Taking aim at the problem that the traditional methods don't touch the ubiquitous risk in the course of the evaluation of weapon equipment effectiveness,a robust evaluation method was built to reduce the risk.The core of the method is respecting the information characteristic in the process of evaluation to a great extent and controlling the risk strictly in every step.It is the steps of the method that building the different index systems from different point of view,and obtaining the different index-units (the bottom index),and then,clustering and optimizing the index-units by its relating matrix;expressing the index information with interval grey numbers and calculating the weight of each index;evaluating the effectiveness of weapon equipment with the data envelopment analysis (DEA) method;inspecting the level of evaluation risk by the risk evaluation model.The feasibility and validity of the method were proved by its application in a rifle.
