摘要
从20世纪90年代末期开始,我国在航空等垄断行业进行了以引入竞争为主题的改革,取得了初步成效。但在深化垄断行业改革方面仍然进展不大,成为制约整个经济发展和社会建设的一大突出问题。本文运用实证方法系统分析了中国航空运输业的经济效率以及存在的问题,提出了现行体制的低效率和财务约束是实行改革的根本动因;然后从科技进步、经济环境、政策环境、管理体制等方面进一步分析,得出当前中国航空运输业改革的初始条件。在此分析基础上,本文从产权模式、治理模式、运营模式、竞争模式、价格模式、规制模式六个方面对我国航空运输业的改革提出了相关政策建议。
From the late 90s of the 20th century,China in the oil,telecommunications,electricity,civil aviation and other monopoly industries,introducing competition in the theme of reform,and achieving initial results,but the reform of monopoly industries is not always systematic.It has become a constraint to overall economic development and social construction of a major outstanding issues.Using the empirical methods of systematic analysis,raising China air transport industry economic efficiency and problems.Out of the current system of low efficiency and financial constraints are the fundamental motivation for reform;And from the scientific and technological progress and economic environment,policy environment,the management structure for further analysis,obtaining the reform of China’s current favorable conditions for the air transport industry.In this analysis,the paper from six aspects(the property rights model,governance model,business model,competitive model,competitive model,competitive model,price model regulation model) puts forward related policy recommendations.
