摘要
以全面风险管理思想和全面风险管理框架为指针,综合当前西部水电移民风险管理现状,文章提出建立"西部水电移民动态协同风险管理模式",并对模式构建的全员参与、明确分工、信息沟通等原则进行阐述,对诸如强化全员风险管理意识、完善组织保障、健全信息系统、健全机制和风险治理网络等模式构建着力点进行了论述和分析,以更好推进西部水电移民风险管理工作,实现和谐移民,促进水电事业可持续发展。
In the light of the risk governance and full risk management, as well as the realistic practiees, the text puts forward the dynamic coordinate risk management model, explains the principles, such as participation and information connection. This paper also proposes that it should be paid more attention to strengthening the risk management consciousness, constructing the scientific mechanism and network to prompt the western hydropower resettlement risk management, and realize the harmony resettlement and hydropower development.
